Fiscal Detail and Notes
	Changing the funding source for the Maine Motor Vehicle Franchise Board from Other Special Revenue Funds to the Highway Fund will result in additional Highway Fund allocations of $80,273 and $84,545 in fiscal years 2003-04 and 2004-05, respectively.  In addition, absent any other changes, this change in funding source has the effect of leaving Other Special Revenue Funds revenue in the Maine Motor Vehicle Franchise Fund where they can not be spent or transferred without further specific statutory authority.
	Modifications of the commercial vehicle fee table will increase Highway Fund revenues by $888 and $1,775 in fiscal years 2003-04 and 2004-05, respectively.
	Certain changes in the excise tax reimbursement requirements for commercial vehicles will increase annual transfers from the Excise Tax Reimbursement Fund to the Highway Fund by $92,215 beginning in fiscal year 2005-06.
