	This bill includes a General Fund appropriation in the amount of $6,000,000 to the Baxter Compensation Authority in fiscal year 2004-05.  This approriation provides funds to disperse cash awards to those former students at the Governor Baxter School for the Deaf  who are found to have suffered physical or sexual abuse while they were students.
