	Departments and agencies within state government estimate that they will incur significant addtional costs, including the need for additional personnel, to evaluate and document the full impact of the rules adopted in each fiscal year.  The amounts can not be determined at this time.  These requirements are in addition to current information required pursuant to the Maine Administrative Procedures Act.   The additional costs associated with approving rules for compliance with the bill's specified provisions can be absorbed by the Department of the Attorney General and by the Department of the Secretary of State utilizing existing budgeted resources.
