Fiscal Detail and Notes
	As amended, this bill includes General Fund deappropriations for the Department of Agriculture, Food and Rural Resources which total $463,087 in fiscal year 2002-03.  The bill also includes a General Fund appropriation of $463,087 in fiscal year 2002-03 to the department for funds which will be transferred to the Maine Milk Pool and then distributed to dairy farmers.  The net effect to the General Fund for fiscal year 2002-03 is $0.  As amended, this bill also includes Other Special Revenue funds allocations for the department to allow distribution of funds to dairy farmers; the amounts are $1,400,000 and $4,800,000 in fiscal years 2002-03 and 2003-04, respectively.  Finally, it also authorizes the transfer of a total of $36,913 in fiscal year 2002-03 from 3 Other Special Revenue accounts within the department to the Maine Milk Pool Other Special Revenue account.
