	This concept draft will cost the Department of Environmental Protection between $279, 593 and $1,069,862 in fiscal year 2003-04 and $295,014 and $1,121,647 in fiscal year 2004-05 to prepare approximately 2000 impact statements.  These estimates are based on 5 to 13 additional positions and related expenses, depending on the specific expectations of the final bill.  The State Planning Office will need one new position and $75,000 to meet this new requirement.
