Fiscal Detail and Notes
	This bill authorizes the State House and Capitol Park Commission to seek and accept funds from private and public sources for the development and maintenance of a living memorial in Capitol Park.   This authorization may result in the collection of Other Special Revenue funds in fiscal year 2003-04 and 2004-05.  A base allocation $500 in both fiscal years may be amended to the bill to authorize expenditures from this dedicated revenue if any funds are recieved.  The additional costs associated with arranging for and overseeing the development and maitenance of a living memorial garden in Capitol Park can be absorbed by the State House and Capitol Park Commission utilizing existing budgeted resources.
