Fiscal Detail and Notes
Beginning in fiscal year 2004-05, increasing the registration fees for ATVs will increase annual General Fund revenues collected by the Department of Inland Fisheries and Wildlife from registration fees; the estimated amount is $1,195,725. This impact assumes that the increase in registration fees will be effective for the start of fiscal year 2004-05. If the increase in registration fees is intended to begin in fiscal year 2003-04, there will be significant additional General Fund costs to the department resulting from the need to revamp the registration process mid-way through the fiscal year; the amounts can not be determined at this time.  In order to meet the constitutional requirement that the total level of General Fund appropriations be at least equal to the undedicated revenue collected by the department, the department will require additional General Fund appropriations or some other adjustment to offset these revenue increases.  Historically, additional General Fund appropriations have been provided to the Savings Fund program to balance additional General Fund revenue or deppropriations affecting the department.                                                                                                                                                                                                                                                                                                         
Beginning in fiscal year 2004-05, increasing the registration fees for ATVs will also increase annual Other Special Revenue Fund revenues collected by the Department of Conservation from registration fees; the estimated amount is $249,275.
