Fiscal Detail and Notes
	This fiscal note assumes that the intent of the bill is to allow funds in the surcharge account to be used for preservation of records by creation of a digital image stored on magnetic or optical media, which is a method of preservation.  If use of the phrase "must be used for" is meant to require this method of preservation as a new task and not merely to provide funds when that method is preferred, the bill could then be considered a state mandate.
