| This fiscal note assumes that the intent of the bill is to allow funds in the surcharge account to be used for preservation of records by creation of a digital image stored on magnetic or optical media, which is a method of preservation. If use of the phrase "must be used for" is meant to require this method of preservation as a new task and not merely to provide funds when that method is preferred, the bill could then be considered a state mandate. | |||||||
