	Changing the penalty for the late filing of motor vehicle title applications will increase Highway Fund revenues collected by the Bureau of Motor Vehicles within the Department of the Secretary of State. The estimated revenue increases are $34,013 and $45,350 in fiscal years 2003-04 and 2004-05, respectfully.
