	The imposition of certain penalties for the late filing of motor vehicle title applications will increase Highway Fund revenues collected by the Bureau of Motor Vehicles within the Department of the Secretary of State. The estimated revenue increases are $70,746 and $94,328 in fiscal years 2003-04 and 2004-05, respectfully.
