	Allowing certain persons to be eligible for a lobster license without meeting the requirements of the lobster apprentice program will have a one-time effect of increasing General Fund revenues collected by the Department of Marine Resources by $1,660 in fiscal year 2003-04 and decreasing General Fund revenues by $1,660 in fiscal year 2005-06.
