	Abolishing the 3 agencies will eliminate revenues and expenditures.  Presumably the creation of a new combined agency will mean the reinstatement of some or all of both revenues and expenditures.  Until subsequent legislation provides more information on how the agencies will merge, no further estimate of the fiscal impact of this bill can be made.
