Fiscal Detail and Notes
	Transferring the administration and monitoring of the Ombudsman program from the Executive Department to the Department of Administrative and Financial Services beginning in fiscal year 2004-05 will result in no net fiscal impact to the General Fund.  The bill includes a deappropriation from the Executive Department of $63,753 and an appropriation to the Department of Administrative and Financial Services of a like amount to move the program.
