Notwithstanding any other provision of law, if the | Department of Behavioral and Developmental Services, Mental | Retardation Services - Community program is unable to contract | for mental retardation services required by the Community Consent | Decree, Consumer Advisory Board v. Robert W. Glover et al, USDC | Civil No. 91-321-P-C, then the department is authorized by | financial order to transfer up to 8 vacant positions and existing | funding from General Fund appropriations to establish 8 mental | health and mental retardation caseworker positions. |
