| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 12 MRSA §7854, sub-§1, as amended by PL 2001, c. 387, §39, | | is further amended to read: |
|
| | | 1. Application, issuance and decal specifications. The | | commissioner, or an agent designated by the commissioner, may | | register and assign a registration number to any ATV upon | | application and payment of an annual fee by the owner. The | | commissioner shall charge a fee of $1 in addition to the | | annual fee for each registration issued by an employee of the | | department. The registration number must be clearly displayed | | on the rear of the vehicle. A registration is valid for one | | year commencing July 1st of each year. The following | | specifications apply to ATV registration number decals and | | their issuance. |

| | | A.__The department shall issue sequentially numbered | | decals to each agent designated by the commissioner for | | ATV registration purposes.__An agent shall distribute a | | decal to a registration applicant as a means of assigning | | the registration number.__Decals must: |
|
| | | (1)__Be 4 inches by 4 inches in size; |
|
| | | (2)__Display a 5-digit registration number, that is | | as large as possible; |
|
| | | (3)__Display an expiration date; |
|
| | | (4)__Display the words "Maine ATV"; and |
|
| | | (5)__Use a background color that vividly contrasts | | with the color of the numbers and letters.__A | | different background color should be used each year. |

| | | B. The department or an agent designated by the | | commissioner for ATV registration purposes, when issuing a | | registration number decal, shall provide an applicant | | with: |
|
| | | (1) A diagram depicting where the registration number | | decal must be placed on the vehicle to provide | | optimum visibility; |
|
| | | (2) Written instructions that an expired registration | | number decal must be removed from the ATV or | | completely covered; and |
|
| | | (3) Written educational information about ATV laws | | and safety. |
