Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 36 MRSA §4641-B, sub-§§3 and 4, as enacted by PL 2001, c. 559,
Pt. I, §4 and affected by §15, are repealed and the following
enacted in their place:

 
3.__Disposition of funds.__On or before the 10th day of each
month, each register of deeds shall pay over to the State Tax
Assessor a percentage of the tax collected during the previous
month based on the following schedule:

 
A.__Beginning February 2004, 89% of the tax collected.__
The remaining 11% is retained by the county by the
register of deeds and accounted for to the county
treasurer as reimbursement for services rendered by the
county in collecting the tax;

 
B.__Beginning February 2005, 87% of the tax collected.__
The remaining 13% is retained by the county by the
register of deeds and accounted for to the county
treasurer as reimbursement for services rendered by the
county in collecting the tax;

 
C.__Beginning February 2006, 84% of the tax collected.__
The remaining 16% is retained by the county by the
register of deeds and accounted for to the county
treasurer as reimbursement for services rendered by the
county in collecting the tax;

 
D.__Beginning February 2007, 80% of the tax collected.__
The remaining 20% is retained by the county by the
register of deeds and accounted for to the county
treasurer as reimbursement for services rendered by the
county in collecting the tax; and

 
E.__Beginning February 2008, 75% of the tax collected.__
The remaining 25% is retained by the county by the
register of deeds and accounted for to the county
treasurer as reimbursement for services rendered by the
county in collecting the tax.

 
4.__Distribution of State's share of proceeds.__The State
Tax Assessor shall pay all net receipts to the Treasurer of
State, who shall monthly pay to the Maine State Housing
Authority an amount equal to 45% of the total tax collected.__
That amount must be deposited in the Housing Opportunities for
Maine Fund established in Title 30-A, section 4853.__The
Treasurer of State shall credit the remainder of the net
receipts to the General Fund.
