| This bill proposes to align state law with many other |
| states' laws by requiring certificates of title for mobile |
| homes, boats, all-terrain vehicles and snowmobiles. Without a |
| title, it is more difficult to verify ownership of these |
| goods. It is therefore more difficult to obtain credit to |
| purchase them. Also, changes to Article 9 of the Uniform |
| Commercial Code have further complicated the procedures for |
| loans secured by these goods as collateral. Requiring titles |
| will provide greater uniformity with neighboring states, |
| increase the availability of credit for the purchase of these |
| goods and eliminate Article 9 complications. |
