| | | Emergency preamble. Whereas, Acts of the Legislature do not become | | effective until 90 days after adjournment unless enacted as | | emergencies; and |

| | | Whereas, this legislation must take effect before the expiration | | of the 90-day period in order to be in place for the spring | | construction season and to facilitate municipal planning; and |
|
| | | Whereas, in the judgment of the Legislature, these facts create | | an emergency within the meaning of the Constitution of Maine and | | require the following legislation as immediately necessary for | | the preservation of the public peace, health and safety; now, | | therefore, |

| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 20-A MRSA §4103, sub-§3, śC is enacted to read: |
|
| | | C.__Notwithstanding any other provision of law, the | | receiving town or towns may use the building for municipal | | purposes in the condition that the building was in on the | | date of the transfer to the receiving town or towns as long | | as work performed by the receiving town or towns on the | | building is limited to repairs and minor alterations. |

| | | Emergency clause. In view of the emergency cited in the preamble, | | this Act takes effect when approved. |
|
| | | This bill provides that a municipality may use a school | | building transferred to it by a school board for municipal | | purposes in the condition that the building was in on the date of | | the transfer as long as work performed by the municipality on the | | building is limited to repairs and minor alterations. |
