Sec. 1. 30-A MRSA §881, as enacted by PL 1991, c. 513, is repealed and the following enacted in its place:

§881.__Budget; appropriations; approval

1.__Appropriate money.__Notwithstanding sections 2, 701 and 702, in Sagadahoc County the county commissioners may appropriate money according to a budget that must be approved by a majority of the county commissioners.

2.__Increase.__Commencing with the budget year 2002, whenever there is an increase in the budget of 10% or more over the previous year's budget, the county commissioners shall submit the budget to the voters for approval at least 45 days before the end of the county's fiscal year.

3.__Exclusion.__The cost of establishing and maintaining the Sagadahoc County public safety answering point may not be a part of the county budget.

SUMMARY

This bill requires the county commissioners of Sagadahoc County to submit any increase in a budget of 10% or more over the previous year's budget to the voters for approval. This bill also prohibits the inclusion of maintaining the Sagadahoc County public safety answering point as part of the overall county budget.
