| C.__Each institute council consists of 16 members whose | membership takes into consideration local geographic | factors.__The membership on each council consists of 4 | consumers of mental health services, 4 family members of | such consumers, 4 community members and 4 mental health | service providers. |

| D.__The councils shall adopt bylaws that establish the terms | and qualifications of membership, the selection of members | succeeding the initial members and the internal governance | and rules.__The commissioner shall approve the bylaws of | each council, prior to designating it as an approved network | quality council. |

| E.__Under the supervision of each council, a service | evaluation team of nonprovider members shall periodically | review programs funded with public money.__The results of | the review must be reported to the council, the local | service network and the regional director for the department | and must be considered in funding decisions by the | department.__To the extent possible, there must be one | service evaluation team per population-specific committee. |

| F.__Each network quality council must have a center council, | consisting of a maximum of 12 members.__Each of the 4 | population-specific committees shall select 3 persons from | its membership to be members of the center council.__The | center council shall meet as frequently as the needs of the | network quality council dictate. |
