Emergency clause. In view of the emergency cited in the preamble, this Act takes effect when approved.

SUMMARY

This bill provides that any rules relating to motor vehicle fuel standards are subject to legislative review as major substantive rules pursuant to the Maine Administrative Procedure Act.
