| The Department of Human Services is authorized to receive and |
| disburse such funds as may be available to it for family planning |
| services to any nonprofit organization, public or private, |
| engaged in providing such services. State funds may not be used |
| by any nonprofit organization, public or private, to pay for |
| construction of or rent for facilities at which abortion services |
| are provided or to fund abortion referral services or to provide |
| abortions. Family planning programs administered by the |
| Department of Human Services may be developed in consultation, |
| coordination or on a contractual basis, with other family |
| planning agencies in this State, including, but not limited to, |
| the Family Planning Association of Maine, Inc., and its |
| affiliates. |
