STATE OF MAINE PROCLAMATION
WHEREAS, a written petition bearing the signatures of at least 86,904 electors of this State, which number is in excess of ten percent of the total votes cast for Governor in the last gubernatorial election preceding the filing of such petition, as required by Article IV, Part Third, Section 18, of the Constitution of Maine, was addressed to the Legislature of the State of Maine and filed in the office of the Secretary of State on or before the fiftieth day after the convening of the One Hundred and Thirty-second Legislature in the First Regular Session, requesting that the Legislature consider a proposed measure entitled "An Act to Require an Individual to Present Photographic Identification for the Purpose of Voting"; and
WHEREAS, the Secretary of State duly certified the petition as valid and submitted the proposed measure to the One Hundred and Thirty-second Legislature in its First Regular Session, in accordance with the provisions of Article IV, Part Third, Section 18, of the Constitution of Maine, which measure became identified as Legislative Document 1149 (or Initiated Bill 1); and
WHEREAS, the One Hundred and Thirty-second Legislature failed to enact the proposed measure without change before adjournment without day of the First Regular Session, on March 21, 2025;and
WHEREAS, Article IV, Part Third, Section 18, of the Maine Constitution provides that the Governor shall, by proclamation issued within 10 days after the recess of the Legislature to which the measure was proposed, order that the measure proposed to the Legislature but not enacted without change be referred to the people for a referendum vote to be held at an election in November of the year in which the petition was filed;
NOW THEREFORE, I, Janet T. Mills, Governor of the State of Maine, acting under the provisions of Article IV, Part Third, Section 18 of the Constitution of Maine, do hereby proclaim that an election shall be called for Tuesday, November 4, 2025, so that "An Act to Require an Individual to Present Photographic Identification for the Purpose of Voting" may be submitted to the people of this State for a referendum vote.
IN TESTIMONY WHEREOF, I have caused the Great Seal of the State to be hereunto affixed. Given under my hand at Augusta this thirty-first day of March in the year Two Thousand and Twenty-five.

JOINT RESOLUTION HONORING THE LATE HONORABLE LOIS GALGAY RECKITT ON THE OCCASION OF THE BOSTON RED SOX OPENING HOME GAME ON APRIL 4, 2025
WHEREAS,on April 4, 2025, the Boston Red Sox host the St. Louis Cardinals at Fenway Park in the 2025 season’s home opener; and
WHEREAS, the State of Maine has long been a proud and vital part of New England, producing extraordinary leaders who have made lasting contributions to their communities; and
WHEREAS, the late Honorable Lois Galgay-Reckitt devoted her life to public service, demonstrating remarkable leadership of, compassion for and dedication to the people of the State, and as an advocate for women across the State; and
WHEREAS, the late Honorable Galgay-Reckitt was the self-proclaimed Number One Red Sox fan; and
WHEREAS, the late Honorable Galgay-Reckitt believed the Boston Red Sox are more than just a team. She believed they are a community and a source of pride for countless fans who call themselves Red Sox Nation; and

(5-47) Pete Plummer, of South Portland, Chief Operating Officer of Woodfords Family Services, on his retirement after 40 years of service advancing and improving people's lives in a variety of healthcare settings. Over the course of his career, Mr. Plummer has become one of Maine's most prominent leaders in the field of behavioral health for individuals with intellectual and developmental disabilities. Early in his career, he worked as a Senior Medicare Financial Auditor, for New England Rehabilitation Hospital of Portland, for Community Health Services, Inc., for Sweetser and as an Adjunct Faculty Member at St. Joseph's College. In 2004, he joined Woodfords Family Services, a nonprofit committed to the support and inclusion of people with special needs and their families in Maine communities, first serving as the Chief Financial Officer before becoming the Chief Operating Officer. During his tenure at Woodfords, he oversaw an agency that grew 700% in 21 years. In 2024, the Maine Association of Community Service Providers awarded him the Charlene Kinnelly Advocacy Award, and in 2025 Woodfords awarded him the Alan and Katrina Rich Excellence in Advocacy Award. Both awards recognized his lifelong commitment to the behavioral health field. We extend our congratulations and best wishes;

In Memory of: (5-51) Bert Barnhart Mandigo, of Kenduskeag. Mr. Mandigo was a veteran of the United States Army, having joined in 1952 and served in Panama. He later joined the carpenters' union and worked on many construction projects throughout New York. Mr. Mandigo was employed by Lane Construction company, working assignments in many locations in New York, Virginia, West Virginia and Maine. He moved to Kenduskeag in the mid-1980s and went on to serve as a town selectman for many years. He was a member of the American Legion, Masons, Moose Club and Veterans of Foreign Wars. Mr. Mandigo will be long remembered and sadly missed by his family, friends and community;

(5-52) Billie Geraldine Willard, of Alna. Ms. Willard was a hardworking small business owner with several ventures including restaurants, a bakery and her longtime business, Catering by Billie. Her first entree into restaurant ownership was Oksana's, of Richmond and Gardiner. This endeavor brought together two of her passions: preparing great food and Ukrainian culture. She later went on to open several other restaurants and expand her catering business. She was an accomplished chef and well-known caterer from small venues to extravagant weddings across central and Midcoast Maine. In 2007, Ms. Willard retired from catering and took on a second career at Sweetser, working for another 13 years as a receptionist. In her new role, she helped provide important behavioral health and recovery services to the community. She was particularly committed to supporting the Sweetser Cabin Fever Art Show, an annual art show featuring art by individuals experiencing mental health challenges. She provided support for many Alna community events, served in Alna's town government in multiple roles, was an active member of the Lincoln County Republican Committee for many years and served as a notary public. Ms. Willard will be long remembered and sadly missed by her family, friends and community;

(5-53) Joseph O. Stover, of Boothbay Harbor. Mr. Stover was a veteran of the United States Army, achieving the rank of Private First Class during 2 separate tours. He started his career as a machinist at Hyde Windlass, which later became Bath Iron Works. He worked there for 36 years before retiring in 1990. In his community, he coached YMCA basketball and Little League baseball teams and served as a troop leader for the Boy Scouts of America. He also was a member of the Rotary Club, the Jaycees of the Boothbay Region and the Masonic Grand Lodge of Maine. Mr. Stover will be long remembered and sadly missed by his family, friends and community;

(5-54) Linda Shepard Eaton, of Stonington. Mrs. Eaton worked as a teacher and tutor before joining her husband, Eugene, in the family business, Gene's Sales &Service, where she was a co-owner, secretary and bookkeeper until her retirement. She was also a member of the Stonington Methodist Church, where she taught Sunday school, and of the Eastern Star, serving as its secretary for many years. Mrs. Eaton will be long remembered and sadly missed by her family, friends and community;

(5-55) Marcia Ellen Noyes, of Portland. A trailblazer in her field, Ms. Noyes was a pioneer for women in Maine and New England's Parks and Recreation community. Beginning her career with the Portland Parks and Recreation Department at the Cummings Center, she worked to connect communities through youth enrichment and recreational programming. In 1986, she became the Community Services Director for the Town of Yarmouth, a position she held until her retirement in 2013. She expanded Yarmouth's public outdoor spaces, championed the preservation of the iconic "Herbie" elm tree and brought the Summer Arts Series to life. She was the second woman to serve as president of the New England Parks Association, the oldest association of its kind, and held numerous leadership roles in the Maine Recreation and Parks Association and the National Recreation and Parks Association. Ms. Noyes will be long remembered and sadly missed by her family, friends and community;
