It is with much sadness that I will be resigning from the Maine House of Representatives effective at the end of the day celebrating our Nation's Independence - July 4, 2021.
I left the classroom in order to serve our State and I have been offered a wonderful and unexpected opportunity to serve students once again. It pains me that I am unable to do both simultaneously, but this opportunity takes my family and I outside of my House District.
It was a difficult decision to make, but ensuring the well-being of my family is a promise I have made over-and-over to our Lord and Savior, Jesus Christ.
It has been my distinct honor to serve the People of west and north Augusta, especially during the COVID-19 health crisis when I was put in a position to help those who needed critical and immediate assistance. There are many fine public servants in our State who care deeply about all Maine People and it has been my pleasure to serve alongside them.

Jill Ward of Portland will serve as a representative of an organization involved in advocating for juvenile justice reform; and
Judith Meyer of Lewiston will serve as a representative of a public records access advocacy organization.

As constituted pursuant to Article IV, Pt. 3, § 1 of the Maine Constitution, the 2021 Apportionment Commission is pleased to submit to the Maine House of Representatives and the Maine Senate its apportionment proposal pursuant to Joint Order H.P. 4 of the 130th Legislature.
The plans for apportionment of the Maine House of Representatives, the Maine Senate, the Maine County Commissioner districts, and Maine’s U.S. Congressional districts were each approved by the affirmative votes of all Commission members. The attached report includes detailed descriptions of each of these plans.
I would like to take this opportunity to thank the Commission members and the staff members and consultants of both party caucuses for their thorough and collegial work on these unified proposals.

JOINT RESOLUTION EXPRESSING REGRET OVER THE
WHEREAS,Deputy Luke Gross served with the sheriff’s office in Hancock County for 18 years and previously served in the police departments of Winthrop and Sabattus; and
WHEREAS, Deputy Gross was profoundly committed to law enforcement, believing in his job and in service, caring deeply for the people whom he served and contributing to his community both through his work and through participating in local charitable events;and
WHEREAS, in addition to his devotion to his professional duties, Deputy Gross had apassion for helping young people, serving as a camp leader at Camp POSTCARD and on the Hancock County School Board, working in local schools as part of the D.A.R.E. program and helping with the Deer Isle-Stonington High School Every 15 Minutes program, which educates students about the dangers of intoxicated and distracted driving; and
WHEREAS, Deputy Gross was struck and killed by a motor vehicle while responding to a call in the early hours of September 23, 2021; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirtieth Legislature now assembled in the Second Special Session, on behalf of the people we represent, express regret over the line-of-duty death of Deputy Luke Gross and our admiration for his honorable work in law enforcement and the community, and we send our condolences to his family.

ORDERED, the House concurring, that the Legislative Council shall take legal action on behalf of the Legislature to prohibit or limit the restrictions imposed on the northeast commercial lobster and Jonah crab trap/pot fisheries by the National Marine FisheriesService pursuant to the biological opinion issued by the National Marine Fisheries Service pursuant to the federal Endangered Species Act, referred to in this order as “the 2021 opinion,” or the final rule announced by the National Oceanic and AtmosphericAdministration on August 31, 2021 and published in the Federal Register on September 17, 2021 with an effective date of October 18, 2021, referred to in this order as “the final rule.” The Legislative Council, on behalf of the Legislature, shall take such legal action as it determines appropriate and fiscally feasible, including, but not limited to, joining any pending legal action regarding the 2021 opinion or the final rule as an intervenor in opposition to the measures imposed pursuant to the 2021 opinion or the final rule, providing an amicus brief in any pending legal action or initiating new litigation, and may limit the scope of its opposition to a portion or portions of the 2021 opinion or final rule, including, without limitation, those imposing increased conservation measures, seasonal closures on lobstering zones, limitations on the number or type of buoy lines and restrictions on other lobster fishing gear.
