§12014. Powers and duties
1.
Duties.
Each board shall have the following duties:
A.
Keep minutes of all meetings and record all actions;

Limit all activities of the board to the confines of its authorization; and

C.
Observe that a majority of the members of the board shall constitute a quorum unless otherwise specified.
