PART I

     Sec. I-1. Nonlapsing funds; Administration - Motor Vehicle; computer system. Any balance not to exceed $1,100,000 remaining in the Administration - Motor Vehicle program, Bureau of Motor Vehicles within the Department of the Secretary of State may not lapse at the end of fiscal year 2004-05 but must be carried forward into fiscal year 2005-06 for the purpose of development of the bureau's computer system and to improve the efficiency and effectiveness of the bureau's processes and programs.

     Sec. I-2. Transfer from Personal Services to All Other; Bureau of Motor Vehicles. Notwithstanding the Maine Revised Statutes, Title 5, section 1585 or any other provisions of law, available Personal Services salary savings balances in fiscal year 2004-05 in the Administration - Motor Vehicle program, Bureau of Motor Vehicles within the Department of the Secretary of State may be transferred to All Other by financial order upon recommendation of the State Budget Officer and approval of the Governor.
