Be it enacted by the People of the State of Maine as follows:
Sec. 1. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds for area reference and resource centers designated by the State Librarian under the direction of the Maine Library Commission to achieve goals such as direct free access to district residents, interlibrary loan service, reference service and telecommunications services and such other cooperative activities as member libraries may need.
