Notwithstanding any other provision of law, $2,000,000 of unencumbered balance forward in fiscal year 2002-03 in the Education Unorganized Territory General Fund account in the Department of Education lapses to the General Fund in fiscal year 2002-03.

Notwithstanding any other provision of law, $113,430 of unencumbered balance forward in fiscal year 2002-03 in the School Breakfast Program General Fund account in the Department of Education lapses to the General Fund in fiscal year 2002-03.
