     Sec. C-1. Transfer from the Salary Plan program and special account funding. The Salary Plan program in the Department of Administrative and Financial Services may be made available as needed through allotment by financial order upon the recommendation of the State Budget Officer and approval of the Governor to be used in fiscal year 2000-01 for the implementation of approved upgrades for employees in adult and juvenile corrections in the Department of Corrections who have direct contact with inmates. Positions supported from sources other than the General Fund must be funded whenever possible from those other sources.

     Sec. C-2. Tax revenue maximization. The Department of Administrative and Financial Services, Bureau of Revenue Services is authorized to implement tax revenue maximization initiatives under current tax law.

     Sec. C-3. Transfer to Highway Fund unallocated surplus. Notwithstanding any other provision of law, on or before June 30, 2001, the State Controller shall transfer an amount not to exceed $500,000 from the unappropriated surplus of the General Fund to the unallocated surplus of the Highway Fund.

     Sec. C-4. Position authorization. Notwithstanding any other provision of law, the Department of Administrative and Financial Services, Bureau of Information Services is authorized to establish 2 limited-period GIS Coordinator positions and 6 limited-period Cartographer positions to continue work on the statewide E-911 project. These positions must end on June 30, 2002.
