     Sec. II-1. Medical care - payments to providers. The Department of Human Services must evaluate the major components of the existing Medical Care - Payments to Providers program and develop a plan that would establish more discrete programs to which the Legislature would appropriate and allocate resources. The department must consider, at a minimum, segregating hospital services, boarding home services, prescription drugs and managed care. The department must report its recommendations to the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs, along with the related General Fund and Federal Expenditure Fund budget adjustments for the 2000-2001 biennium associated with each of the recommended new programs, no later than January 8, 1999.
