     Sec. CC-1. Appropriation. The following funds are appropriated from the General Fund to carry out the purposes of this Part.

1998-99

ECONOMIC AND COMMUNITY DEVELOPMENT, DEPARTMENT OF

Business Development

Provides funds for 2 Policy Development Specialist positions, and one Development Project Officer position to expand business development efforts; and one Development Program Manager position for the Maine Products Marketing Program.

Maine Small Business Commission

Provides funds to the Small Business Development Centers to provide for a full-time small business counselor at the Kennebec Valley Council of Governments.

Office of Tourism

Provides funds for one Policy Development Specialist position within the Office of Tourism to maximize the return on the investment of the program.

Administration - Economic and Community Development

Provides funds to upgrade one Development Project Officer position to a Development Program Manager position for improved administration, outreach management and oversight of the tax increment financing, employment tax increment financing and other incentive programs plus associated All Other costs.

Administration - Economic and Community Development

Provides funds for the Market Development Center to be used to provide technical assistance to companies statewide. This appropriation will match approximately $300,000 in federal funds.

Maine Small Business Commission

Provides one-time funds to the Small Business Development

Center to complete the electronic linkage of the federal Economic Development Administration Development Districts, Maine Small Business Development Center and the Department of Economic and Community Development.

Office of Tourism

Provides one-time funds for tourism marketing and development.

Business Development

Provides one-time funds for business attraction and expansion marketing efforts. Funds shall be dispersed in accordance with a competitive quality-based selection procedure as established and administered by the Department of Economic and Community Development.

Francophone Office - Lewiston, Maine

Provides one-time funds for the promotion of international trade and cultural affairs with French Speaking nations of the world.

Provides funds for enhanced operations of the Bangor Office.

MAINE SCIENCE AND TECHNOLOGY FOUNDATION

Maine Science and Technology Foundation

Provides funds for technical assistance to small manufacturers at high risk for failure. Funds must be made available to companies with fewer than 20 employees under guidelines to be established by the Department of Economic and Community Development and the Manufacturers Extension Partnership (MEP). Companies employing fewer than 500 employees are eligible if the company can demonstrate that jobs are in danger of being lost. Funds provided under this program must be matched by the companies receiving assistance under guidelines to be established by the MEP.

Maine Science and Technology Foundation

Provides one-time funds to support programs for high-technology business activities in this State.
