PART TT

     Sec. TT-1. Appropriation. The following funds are appropriated from the General Fund to carry out the purposes of this Part.

MENTAL HEALTH, MENTAL RETARDATION AND SUBSTANCE ABUSE SERVICES, DEPARTMENT OF

Departmentwide

Deappropriates funds from savings generated from including the medical and dental clinic within the Disproportionate Share Hospital programs at the Augusta Mental Health Institute and the Bangor Mental Health Institute.

     Sec. TT-2. Transfer of positions; funding. Notwithstanding any other provision of law, the State Budget Officer is authorized to transfer by financial order the medical and dental clinic General Fund positions, including position count, from the Mental Retardation Services-Community program to the Augusta Mental Health Institute and the Bangor Mental Health Institute Other Special Revenue programs in order to include the medical and dental clinic services within the Disproportionate Share Hospital programs. The State Budget Officer is also authorized to transfer by financial order General Fund appropriations for the medical and dental clinic within various programs and line categories within the Department of Mental Health, Mental Retardation and Substance Abuse Services to reflect expenditures in the proper accounts and to achieve the savings identified in this Part. The State Budget Officer is further authorized to increase by financial order the Other Special Revenue allocations for the Augusta Mental Health Institute and the Bangor Mental Health Institute. This transfer authority does not extend the authorization for these positions beyond June 30, 1999.

     Sec. TT-3. Report. The Commissioner of Mental Health, Mental Retardation and Substance Abuse Services shall report to the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs and the joint standing committee of the Legislature having jurisdiction over health and human services matters as soon as authorization to include the medical and dental clinic within the Disproportionate Share Hospital programs at the Augusta Mental Health Institute or the Bangor Mental Health Institute is received. The State Budget Officer shall include the appropriation and allocation adjustments necessary to accurately reflect the cost of the clinic and the specific savings generated, by program, by fiscal year in any supplemental appropriations legislation to be submitted by the Governor to the Second Regular Session of the 118th Legislature.
