Sec. MM-1. Appropriation. In order to provide for the essential maintenance, repair and capital financing needs of state facilities for the biennium, the following funds are appropriated from the General Fund to carry out the purposes of this Part.

Sec. MM-2. Carrying balance. Any balance remaining on June 30, 1998 in the General Fund "Capital Construction/Repairs/Improvements - Administration" program in the Department of Administrative and Financial Services may not lapse but must be carried forward to June 30, 1999 to be used for the same purpose, including State House capital improvements.
