The commissioner may not issue a sea urchin and scallop diving tender license under section 6535 to a person or allow a person to act as a tender under a license issued pursuant to section 6701, subsection 5, paragraph B or section 6748, subsection 4, paragraph B unless that person has met the diving tender safety requirements established in rule.
