Correctional and Judicial Impact Statements
The bill creates the Class C crime of manufacturing, importing or offering for sale an undetectable firearm.  It also creates a Class C crime for a second or subsequent offense of possessing, importing, transferring or offering to purchase a firearm without a serial number.  The current average cost of incarcerating one individual for a single year is $55,203.  It is not known how many individuals may be incarcerated who otherwise would not be.  No additional funding has been included at this time.

The additional workload associated with the minimal number of new cases filed in the court system does not require additional funding at this time. The collection of additional fines will increase General Fund or other dedicated revenue by minor amounts.
Fiscal Detail and Notes
The bill requires the Department of Public Safety to develop rules related to attaching serial numbers on privately manufactured firearms within United States Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) guidelines, consulting with the ATF and performing training on the rules.  The ability of the department to complete these requirements without affecting other programs and services can not be determined at this time.
