Fiscal Detail and Notes
This bill repeals the Land for Maine's Future Fund within the Department of Agriculture, Conservation and Forestry (ACF) and replaces it with the Land For Maine's Future Trust Fund, also within ACF. The bill also creates the Conservation and Recreation Fund (CRF) and the Conservation Land Management Fund (CLMF) within ACF. The bill directs a one-time transfer on or before June 30, 2023 of the remaining balances in the Land for Maine's Future Fund, currently estimated at $364,159 and the Land for Maine's Future-Community Conservation Projects Fund, currently estimated to be $37,299,500 to the Land for Maine's Future Trust Fund. The bill includes Other Special Revenue Funds allocations of $37,643,659 to the Land for Maine's Future Trust Fund in fiscal year 2023-24 to allow for the expenditure of the transferred funds. The bill also includes ongoing allocations of $500 beginning in fiscal year 2023-24 to establish the CRF and CLMF programs and accounts within the ACF to allow for receipts from other funding sources.
