Fiscal Detail and Notes
This bill includes ongoing General Fund appropriations totaling $3,930,458 in fiscal year 2023-24 and $4,001,276 in fiscal year 2024-25 to support the Homeless Substance Use Disorder Service Program.  Of that amount, the bill includes General Fund appropriations to the Office of Substance Abuse and Mental Health Services program within the Department of Health and Human Services of $1,770,458 in fiscal year 2023-24 and $1,841,276 in fiscal year 2024-25 to contract with one or more social service or health care providers to provide services for up to 50 participants at 2 different sites, for a total of 100 participants, in the Homeless Substance Use Disorder Service Program.  
The bill also includes ongoing General Fund appropriations of $2,160,000 per year beginning in fiscal year 2023-24 to a newly created Housing Assistance Fund within the Maine State Housing Authority (MSHA) for the costs associated with providing stable housing for the 100 participants in the program.  The bill requires that the fund contain sufficient capital to provide all participants with 18 months of rent at fair market value based on the location of the housing.  For this estimate, MSHA assumes an average fair market rate of $1,200 per month for 18 months, or $21,600 per participant, assuming each participant is living in a separate housing unit.
