Fiscal Detail and Notes
The General Fund positions and funding for the Department of Environmental Protection (DEP) related to the provisions of this bill are contained in the biennial budget.  The bill also authorizes a septage and sludge handling fee beginning January 1, 2022,  that will result in estimated Other Special Revenue Funds revenue of $1,800,000 in fiscal year 2021-22 and $3,600,000 in fiscal 2022-23.  The bill includes Other Special Revenue Funds allocations of $1,800,000 in fiscal year 2021-22 and $3,600,000 in fiscal year 2022-23 for the Department of Environmental Protection to allow for expenditure of the new handling fee revenue received.
