The bill creates the Maine Health Care Plan (the Plan) to provide for all medically necessary health care services for all residents of Maine and creates the Maine Health Care Board to oversee planning and implementation of the Plan, including hiring necessary staff, collaborating with the Maine Health Data Organization and the Maine Quality forum, contracting for any necessary actuarial and economic analyses and administering all aspects of the Plan. The bill is not effective untill federal law is enacted authorizing the State to obtain a waiver to establish a state-based universal health care plan and to provide federal funding. It is anticipated that the new board will identify how much the premiums will be for individuals and that those premiums will supplement the federal funding. The Department of Health and Human Services has estimated that the cost of covering all medically necessary health services would be approximately $10.9 billion annually.
