	Requires students to complete no less than 40 hours of community service for a high school diploma.  Local school administrative units will need to establish process to verify and record the number of hours each student completes to ensure compliance.				School	Moderate statewide
	Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the State from the constitutional requirement to fund 90% of the additional costs.
