Allowing portions of Land for Maine's Future program bond funds to be used for projects that protect deer wintering areas may change the ratio of expenditures within the programs but will not change the overall level of expenditures from these funds. Allowing portions of the Deer Management Fund within the Department of Inland Fisheries and Wildlife to acquire deer habitat may increase future expenditures from the fund; the impact on other programs cannot be determined at this time. Provisions that require IFW to submit future legislation identifying potential funding sources to establish a position to coordinate the acquisition and management of deer wintering areas will result in future biennium expenses. The department estimates that this position would entail one Resource Biologist position and would require ongoing Other Special Revenue Funds allocations of $53,156 and Federal Expenditures Fund allocations of $17,786 starting in fiscal year 2021-22.
