Correctional and Judicial Impact Statements
Establishes new Class D crimes.
The additional workload associated with the minimal number of new cases filed in the court system does not require additional funding at this time.
The collection of additional fine revenue will increase General Fund and dedicated revenue by minor amounts.
Fiscal Detail and Notes
This bill includes General Fund appropriations of $96,938 in fiscal year 2019-20 and $129,250 in fiscal year 2020-21 to the Department of the Attorney General for additional part-time staff to investigate and prosecute violations concerning the right to refrain from joining a union or paying a fee to a labor organization.
This legislation may increase litigation before the Maine Labor Relations Board, resulting in increased payments to board members for per diem and other expenses. Pursuant to Title 26, section 968, per diem and necessary expenses for members and alternates of the board, as well as state cost allocation program charges, must be shared equally by the parties to any proceeding at which the board presides and must be paid into an Other Special Revenue Funds account administered by the board from which all costs must be paid.
