Amend the bill in section 1 in §4326 by striking out all of subsection 1 (page 1, lines 6 to 12 in L.D.) and inserting the following:

1 Establishment.   The Health Insurance Consumer Assistance Program, referred to in this section as "the consumer assistance program," is established to provide support for consumers, including prospective consumers, of health insurance, referred to in this section as "consumers," and to customer assistance programs and public and private health insurance assistance programs. The Attorney General shall contract with a nonprofit, independent health insurance consumer assistance entity, which may not be an insurer, to operate the consumer assistance program.

Amend the bill in section 1 in §4326 in subsection 3 in the 2nd line (page 1, line 31 in L.D.) by striking out the following: " superintendent" and inserting the following: ' Attorney General'

Amend the bill in section 1 in §4326 in subsection 3 in the 4th line (page 1, line 33 in L.D.) by striking out the following: " superintendent" and inserting the following: ' Attorney General'

Amend the bill by striking out all of section 2 and inserting the following:

This amendment transfers the responsibility for contracting for the Health Insurance Consumer Assistance Program from the Bureau of Insurance to the Attorney General. The amendment also makes other clarifying changes to the bill.
