An Act To Recognize High-performing, Efficient School Districts with Regard to the System Administration Allocation

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  this legislation changes the allocation for certain school funding for the 2019-20 fiscal year; and

Whereas,  the 2019-20 fiscal year will begin prior to the expiration of the 90-day period; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 20-A MRSA §15680-A, sub-§3,  as enacted by PL 2017, c. 284, Pt. C, §35, is repealed and the following enacted in its place:

3 Fiscal year 2019-20.   For fiscal year 2019-20, the system administration allocation is $141 per pupil. Of this amount:
A Ninety-four dollars must be allocated to the school administrative unit for system administration; and
B Forty-seven dollars must be allocated as a targeted amount to school administrative units that have:

(1) Established regionalized administrative services pursuant to chapter 123; or

(2) Been identified as high-performing, efficient school administrative units by a statewide education policy research institute.

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

SUMMARY

Under current law, for the 2019-20 fiscal year, a system administration allocation of $141 per pupil is established, with $47 being allocated to each school administrative unit and an additional $94 being allocated as a targeted amount to school administrative units that have established regionalized administrative services.

This bill maintains the $141 allocation for fiscal year 2019-20, but provides $94 to each school administrative unit and an additional $47 to school administrative units that have established regionalized administrative services and to those school administrative units that have been identified as high-performing, efficient school administrative units.
