Amend the bill by striking out all of sections 2 and 3 and inserting the following:

Sec. 2. Asset test removed for the Medicare savings program; state plan amendment. The Department of Health and Human Services shall amend its rules, no later than January 1, 2020, to remove the asset test from the requirements of eligibility for the Medicare savings program.

The department shall prepare and submit any necessary Medicaid state plan amendments to the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services for approval for the removal of the asset test required by this section.

Sec. 3. Appropriations and allocations. The following appropriations and allocations are made.

SUMMARY

This amendment, which is the majority report of the committee, removes the provisions in the bill relating to income eligibility levels for the Medicare savings program and the elderly low-cost drug program. It also removes the asset test for the Medicare savings program and requires the Department of Health and Human Services to submit any necessary Medicaid state plan amendments to the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services. The amendment adds an appropriations and allocations section.
