An Act To Fund the Operations of the Tick Identification Laboratory in the University of Maine Cooperative Extension Diagnostic and Research Laboratory

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 7 MRSA §2405,  as enacted by PL 2001, c. 497, §3, is amended to read:

§ 2405. Integrated Pest Management Fund

There is created a dedicated, nonlapsing Integrated Pest Management Fund. The commissioner shall credit funds from any source to the Integrated Pest Management Fund for the purpose of developing and implementing integrated pest management programs. Funds received pursuant to Title 8, section 374, subsection 6 must be used solely to support the operation of a diagnostic and research laboratory focused on ticks and tick-borne diseases in the State. Appropriations from the General Fund may not be credited to the Integrated Pest Management Fund.

Sec. 2. 8 MRSA §374, sub-§6  is enacted to read:

6 Lottery game to fund tick identification lab.   The commission, in consultation with the University of Maine Cooperative Extension Pest Management Office, shall develop and initiate a lottery game designed to raise funds for the Integrated Pest Management Fund established pursuant to Title 7, section 2405. Tickets for the instant lottery game established under this subsection must be sold for $2 and must be changed by the commission periodically throughout the year. The sales commission paid to agents for the sale of the tickets must be one percentage point higher than the sales commission paid to agents for the sale of other instant lottery game tickets except tickets under subsection 5. The commission shall provide the net proceeds of the lottery game established under this subsection to the Integrated Pest Management Fund annually.

SUMMARY

This bill directs the State Liquor and Lottery Commission, in consultation with the University of Maine Cooperative Extension Pest Management Office, to develop and initiate a $2 instant lottery game designed to raise funds to support the operation of a diagnostic and research laboratory focused on ticks and tick-borne diseases in the State.
