Amend the bill in section 1 by striking out all of §6702 (page 1, lines 11 to 14 in L.D.) and inserting the following:

§ 6702 Traffic safety education required

1 Age-appropriate traffic safety education.   A school administrative unit shall provide age-appropriate traffic safety education to students in accordance with this chapter. The age-appropriate traffic safety education must:
A Meet the minimum requirements specified in section 6703; and
B Be provided annually to at least 4 different grade levels from kindergarten to grade 8.

Amend the bill in section 1 in §6703 in the first indented paragraph in the 3rd line (page 1, line 18 in L.D.) by inserting after the following: " grade" the following: ' to which the traffic safety education is provided'

Amend the bill in section 1 by inserting after §6705 the following:

§ 6706 Funds

Funds from the Federal Government, state appropriation or any individual group, foundation, corporation or other private source may be accepted by the department and expended for purposes consistent with this chapter. The department shall coordinate distribution of funds for purposes of this chapter.

Amend the bill by inserting after section 1 the following:

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Traffic Safety Education - Mandate N304

Initiative: Provides one-time funds representing 90% of the cost to school administrative units to provide age-appropriate traffic safety education to at least 4 different grade levels from kindergarten to grade 8. Funds appropriated for this purpose do not lapse at the end of fiscal year 2019-20 but must be carried over into fiscal year 2020-21 to be used for the same purpose. Funds remaining at the end of fiscal year 2020-21 lapse to the General Fund.

This amendment, which is the majority report of the committee, modifies the requirements in the bill for age-appropriate traffic safety education in school administrative units. The amendment provides that the traffic safety education must be provided annually to at least 4 different grade levels from kindergarten to grade 8 instead of annually in grades 2 to 12. The amendment also strikes the requirement that the education be at least one hour in length.

This amendment also provides funding for 90% of the cost to school administrative units to implement the traffic safety education curriculum. The amendment also specifies that outside funding may be accepted by the Department of Education and expended for the purpose of traffic safety education annually.
