Fiscal Detail and Notes
The bill includes allocations of $91,032 in fiscal year 2017-18 and $92,301 in fiscal year 2018-19 to the Department of Agriculture, Conservation and Forestry (ACF) for one Consumer Protection Inspector position and related costs to inspect licensed retail marijuana testing facilities for compliance. It also includes allocations of $84,722 in fiscal year 2017-18 and $87,355 in fiscal year 2018-19 to the Department of Health and Human Services (DHHS) for one Environmental Specialist III position and related costs to certify licensed retail marijuana testing facilities. 
The bill transfers $91,032 in fiscal year 2017-18 from the Retail Marijuana Regulatory Coordination Fund (RMRCF) within the Department of Administrative and Financial Services to the Marijuana Regulation and Licensing Fund within ACF and transfers $84,7,22 in fiscal year 2017-18 from the RMRCF to the Maine Center for Disease Control and Prevention program in DHHS because there will not be sufficient revenue generated early enough from license fees to fund the positions in the first year. Starting in fiscal year 2018-19 the positions will be funded by license fees authorized by the Marijuana Legalization Act, 7 MRSA, §2448, subsection 10.
