This bill removes all the good cause exceptions that prevent a person from being sanctioned under the Additional Support for People in Retraining and Employment (ASPIRE) program or the Temporary Assistance for Needy Families (TANF) program, with the exception of domestic violence. This will reduce total benefits paid out in a given year, as many individuals who currently receive benefits do so through an exception. Since these benefits are paid using all Federal TANF Block Grant Funds, the savings will accrue in the block grant to be used in future years for TANF benefits. No funding will be returned to the federal government due to the changes in this bill.
