This bill would limit the aggregate independent expenditures made by a person, party committee, political committee or political action committee during Gubernatorial, State Senator or State Representative election cycles to $7,500 for Gubernatorial candidates, $5,000 for State Senator candidates and $2,500 for State Representative candidates. The Commission on Governmental Ethics and Election Practices (CGEEP) has indicated that there is a substantial probability a lawsuit would be filed challenging the constitutionality of the bill if enacted.  No estimate is made at this time regarding the probability of any litigation costs.  
Any additional costs associated with additional independent expenditure reporting requirements are expected to be minor and can be absorbed within the existing budgeted resources of the CGEEP.
